1. EUROWEB+ Apply
You can apply for EUROWEB+ on official pagehttp://www.mrtc.mdh.se/eurowebplus/index.php
If you want to apply for EUROWEB+ project you must meet general requirements and you must prepare certain documents before you apply.
General requirements
Make sure to scan documents with sufficient resolution.
All supporting documents must be in English
You may only upload PDF files.
The size of each file may not exceed 3.8 MB.
Documents for undergraduate, master, PhD and post-doc:
Copy of your passport or other national ID.
CV/Resume (e.g., publications, research summary, awards, teaching experience, etc.)
Transcript-of-Records (official transcript of study records or diplomas from your HE institution)
Other relevant documents (e.g., official language test if required by host institution, letters of recommendation, etc.).
Documents for staff:
Copy of your passport or other national ID.
CV/Resume
Proof of employment (from your home HE institution)
Other relevant information (e.g., letters of recommendation)
2. EUROWEB+ Acceptance
You will be informed about acceptance to EUROWEB+ . Keep in to answer eventually requests (missing or inappropriate documents). In successful case, you will be nominated as Scholarship Holder. Next step is to contact host university coordinators e-mail
3. Learning Agreement
For Undergraduate Scholarship Holder an agreement between your Home and the Host Universities must be established mediated by Home University EUROWEB+ Coordinator and Host University (PUB) EUROWEB+ Coordinator, Stefan Stancescu. e-mail
There are two main options for courses in Learning Agreement, at FILS (PUB Faculty dedicated to Foreign Students), and ETTI (PUB Faculty for Electronics, Telecommunications and Information Technology).
For Graduated Scholarship Holder (Master) there is no Learning Agreement.
While making the learning agreement try to adapt it to the courses scheduled for you at home University while you are on exchange. Be in contact also with professors and chief of department from your home University and consult them about courses which you should take, which will be easier to be accepted at your home University. In general case, it is preferable that student applying for EUROWEB+ are second or third year on their faculties, because courses acceptance procedure it’s much less complicated due the fact that courses or lower years are more general.
For PhD Scholarship Holder, there must be established a letter of acceptance from the doctoral coordinator professor(s). The Learning Agreement form may be obtained here The FILS courses may be obtained here. The EAII English courses may be obtained here. EAII site (in Romanian) is there. There may be a mix of courses from different years of both faculties, as it will be established in the Learning Agreement, between Host and Home Universities.
Learning Agreement can be altered in the first two weeks upon your arrival to University in case that some optional courses which are in your Learning Agreement get cancelled and be aware that your home University must be notified if any altering to agreement takes place.
4. Letter of Acceptance
Letter of Acceptance from MECTS Based on Learning Agreement signed by both parties, you must ask from the second LA, Letter of Acceptance, emitted by the Ministry of Education, Research and Innovation (MECTS - Ministerul Educaţiei, Cercetării, Tineretului şi Sportului). First, you must obtain a Letter of Acceptance from Host University (PUB) signed by PUB rector, mentioning your statute as EUROWEB+ Scholarship Holder and your subsistence allowance, after appropriate solicitation in your name by the PUB EUROWEB+ Coordinator Stefan Stancescu. Second, with PUB Letter of Acceptance, you must address an application for the issuance of letter of acceptance to studies from MECTS. The MECTS site has a page dedicated to international students. From there, download the application for the issuance of letter of acceptance to studies, or from here. Please obtain documents mentioned on cap. V as annexes. Complete form, scan and send with appropriate annexes to the PUB Coordinator. He will address your file to MECTS and manage to obtain the second ministerial
5. Obtain Temporary Visa
Which documents are needed for visa depends from country to country.
Call Romanian Embassy or Consulate in your country for details about Romanian Visa. Keep in mind that you are applying for student Visa.
The main lines are:
Travel insurance for 90 days
Complete a visa form obtained from Embassy
Letter of Acceptance from MECTS (to be provided by EUROWEB+ coordinator)
PUB Letter of Acceptance mentioning subsistence allowance (to be provided by EUROWEB+ coordinator)
Criminal records obtained from local law authority (translated to Romanian by licensed translator)
Attach any personal documents in the form requested by the Embassy or Consulate.
Ask EUROWEB+ PUB Coordinator about other documents requested, related to EUROWEB+ project under ERASMUS MUNDUS Action 2 program.
Once in Romania, you must apply for residence visa (temporary ID). See step 7.
6. Host University Registration
This is the terminal point where all documents fits the PUB registration rules.
You need to visit 009 office of PUB headquarters (Rectorat) ground floor with further documents:
Letter of Acceptance from MECTS - photocopy
Application for PUB registration – original (will be completed on place)
Statement form (will be completed on place)
High School Diploma legal copy translated to Romanian by licensed translator
Bachelor Degree Diploma legal copy with supplement - only for Master students (copy can be in English, or in French, or in Romanian but must be legalized, keep in mind that Romanian “Notariat” offices can legalize only documents in Romanian so additional translating from Romanian to English would be necessary)
Master Degree Diploma legal copy with supplement - only for doctorate students (PhD) ( copy can be in English, or in French, or in Romanian but must be legalized, keep in mind that Romanian “Notariat” offices can legalize only documents in Romanian so additional translating from Romanian to English would be necessary)
Birth Certificate legal copy
Health Certificate - 2 copies (from Regie Health Center, vis a vis P19 hostel)

Documents from EUROWEB+ PUB Coordinator certifying your state as EUROWEB+ Scholarship Holder
The PUB International Students Service will inform each PUB Faculty implied in your Letter of Agreement about final Acceptance. Further, you will follow indications of your appropriate Faculty Secretary Service. Please keep in mind to keep originals of all transportation and health insurance payments, in view to obtain reimbursements from EUROWEB+ founds. All original payment bills should be registered as soon as possible at PUB office (there are legal limits between time stamp of the document creation and time stamp of document remittance at PUB financial service). Scan and send ASAP scans to PUB EUROWEB+ Coordinator, as e-mail attachments. Announce PUB EUROWEB+ Coordinator about your arrival in Bucharest 7 days in advance.
7. Final hints and Long Term Visa
Be in Bucharest one week before staring of courses to fulfill preliminary procedures. Ask EUROWEB+ PUB Coordinator Prof. Stancescu Stefan about any misunderstanding. Inform him about time and date of your arriving to Romania (airport, bus terminal, railway station)
Once in Bucharest, please open a bank account at BCR Erste Bank (PUB agreed Bank), http://www.bcr.ro/en/bcr .The account number (IBAN) must be transmitted to PUB financial services. Your income from EUROWEB+ scholarship monthly allowances will be sent in this account.
At the hostel (ussualyP19 Regie Campus) you must sign a contract. Please sign with EUROWEB+ Coordinator aside - contract is in Romanian.
Visit Bucharest Service for Third States Citizens as soon as possible in order to obtain temporary ID which is necessary for regular payments to you. For temporary Id you will need:
Two photographs 3/4
Travel insurance for 90 days (photocopy)
Passport first page and page and page with student Visa (photocopy)
Letter of Acceptance from MECTS (photocopy)
PUB Letter of Acceptance mentioning subsistence allowance (photocopy)
Contract signed with a hostel (usually P19 Regie Campus) or apartment that you have rented
ALL ORIGINAL DOCUMENTES MUST BE PRESENTED
Temporary ID is needed for receiving EUROWEB+ scholarship. The authorities will provide you the document in 30 days with possible delays.
Students that are 27 or older must have Romanian healt insurance.
Inform yourself about any changes or additional documents needed in Bucharest Service for Third States Citizens. Ask the stuff or other applicants rather.
